He was smooth and under control in the pocket. He was accurate on crossing routes. He made proper reads on run-pass option looks. He delivered the ball on time and in space to give receivers room to run. He avoided the rush.He looked like a senior quarterback ready for one last ride, in an offense that’s much more familiar than the one he learned on the fly a year ago. Earlier this spring, former Michigan quarterback Wilton Speight came to Ann Arbor for pro day and told reporters that, from what he had gathered, Patterson would be free of “handcuffs” when passing this year.Last year, Michigan has an elite defense, but had trouble keeping up with top offenses. And while that may mean the summer is rapidly coming to an end, it doesn’t mean you have to curl up in a ball and mourn the loss of warm weather, tan skin, day-drinking and fleeting romance. No, instead it’s time to fortify yourself with the last great grilling weekend of the year.As you may already know, we here at The Manual are big fans of cooking and barbecuing with bourbon. (But really, who isn’t?) However, we have another bourbon inspired recipe for you to use this Labor Day Weekend in order to cement one more great summer memory.Our latest recipe comes from Chef Preston Clark who heads the kitchen at New York City’s Resto, as well as its sister restaurant The Cannibal. Chef Clark certainly knows how to prepare meat, as his menu at The Cannibal features appetizers such as a Pig’s Head Terrine and entrees like Roasted Lamb Neck and Rib For Two. As you can tell, he isn’t messing around.For Labor Day Weekend, Chef Clark recommends preparing Pan Seared New York Strip Steaks. This recipe serves four and features a “pan sauce” that utilizes Makers Mark, which has become one of America’s trademark bourbons. The sauce contains all the ingredients and flavors you would expect from a late summer barbecue: apple cider vinegar, Dijon mustard, Worcestershire sauce, Cayenne pepper, soy sauce and garlic. Season both sides of the steaks with the salt and the coarse ground black peppercorns.2. In a cast iron pan, heat the canola oil on high heat until in just begins to smoke.3. Add the steaks to the hot pan, searing the steak well.  About 2 ½ -3 minutes on each side.4. Reduce the heat to medium low, add the butter, garlic and thyme and baste the steak with a spoon. Be sure to baste the steaks well on both sides, cooking to desired doneness.5. Remove the steaks from the pan to a resting platter.6. Remove the fat from the pan.7. To make the sauce, add the butter over medium heat to melt8. Add the chopped onions, garlic and cook slowly while constantly stirring.9. Add the Makers mark 46 and reduce until there is about ½ cup of whisky left.10. Add the rest of the ingredients except for the herbs and cook until the sauce is the proper consistency. The sauce should coat the back of a spoon11. Finish the sauce by adding the sprigs of Thyme and Rosemary.12. Spoon the Steak sauce over the steaks and enjoy. Life doesn’t just happen inside the workplace, so get outside and live it.These days, few people would argue that snowboarding is a cheap sport. Such was not always a case, however, especially when snowboarding was just on the fringes. The latter allows riders to easily keep the board’s front end above the powder, too, so both amateurs and professionals can jump on the rubber stomp pads and take the Throwback for a spin.Unlike most snowboards, the Burton Throwback doesn’t come in many configurations. It’s currently available as a 100 or 130-cm model, wither either red or blue accents on the top and underside, each reminiscent of those that adorned the original Backhill. Vector Control Operations Resume Following Hurricane

first_imgThe  Ministry of Health has resumed its vector control operations, which had been suspended, due to the passage of Hurricane Sandy on October 24. This was disclosed by Director of Emergency Disaster Management and Special Services in the Ministry,Dr. Marion Bullock Ducasse,during an  interview with JIS News at the Bustamante Children’s Hospital in Kingston, on October  26. She informed that teams have also been deployed to assist in destroying breeding sites, “and of course the adulticidal activities will resume, that is the spraying and the fogging.” “In some parishes, teams are out actually working with the communities to remove some of the areas where there can be mosquito breeding. So, we are asking the communities for their usual assistance in reducing sites where there can be breeding,” she said. The Director  pointed out that for next week, all parishes will resume vector control activities, informing that fogging will be conducted regularly and schedules will be provided. She is encouraging citizens to play their part in ensuring that they protect themselves and their families from the disease. Dengue fever is a severe flu-like viral disease transmitted by the aedes aegypti mosquito.  It is endemic to Jamaica and from time to time there is a seasonal increase in the number of reported cases in the country. Common symptoms of dengue include sudden onset of high fever with severe headache, pain behind the eyes, muscle pain, bone or joint pain, and vomiting or feeling nauseous. Dr. Ducasse is reminding Jamaicans to remove all the possible areas that allow for the breeding of mosquitoes. In the meantime, the Ministry of Health is monitoring the island’s food establishments to ensure that consumers  are protected, especially in areas where  there is no electricity. Minister Upbeat about Consultations on Public Health Financing

Dr. Fenton Ferguson, is confident that the ongoing national consultations on financing Jamaica’s public health system will yield tangible solutions, redounding to the country’s benefit.This position, he says, is based on the outcome of Friday’s staging (June 7) of the first of four scheduled consultations, at the Mandeville Hotel, Mandeville, Manchester, describing it as “successful”.Speaking with JIS News, following the meeting with a wide cross section of stakeholders in the Southern Regional Health Authority (SRHA), Dr. Ferguson said a number of salient points for financing the sector were proposed by the participants. Several of these, he noted, complemented, in detail, similar ideas suggested during previous consultations with Ministry representatives.These, the Minister informed, include: the Tourism Enhancement Fund (TEF) contributing financing, especially to offset medical costs incurred in resort areas; as well as implementation of special health insurance coverage in this regard.He said participants also cited the National Health Fund (NHF), National Insurance Fund (NIF), and National Housing Trust (NHT), as potential options. Additionally, he said participants also suggested that the Ministry initiate discussions with stakeholders in the fast food industry to solicit their input.In his opening presentation, Dr. Ferguson, in outlining several financing options proposed by stakeholders within its agencies during consultations with those groups, indicated that the meetings are being held to compile a menu of tangible options “that will lead us forward”.Some of the proposals, which he shared during Friday’s meeting include: implementation of a national health insurance scheme; a levy on fast food; fees for selected secondary care; and the imposition of fees for all secondary care services while providing same cost-free at the secondary level,“Jamaica is working towards achieving developed country status by 2030 (and) one of the main planks to achieving this is through the improvement of the health of the population. We believe the provisions of quality and affordable health care services and improvements in access can help us to break the back of poverty and…achieve our national development objectives,” he told the participants.In noting the administration’s “solemn” commitment to providing universal access to primary, secondary, and tertiary health care, Dr. Ferguson lamented challenges arising in doing so, within the context of prevailing resource constraints.“We…need…to seek alternative and creative methods of financing health. We have to determine what we think is an essential basket of services that can be supported by our financing option(s),” he argued, hence the consultations.The Minister was quick to point out, however, that the suggestions “have nothing to do with government policy.”“What we are doing is a national consultation to get ideas and to look at the feasibility and, where necessary, to have a conversation, even with the entities that persons have (suggested) to say that they should be part of the process of health financing. We want to hear from the people,” he affirmed.In highlighting the success of the initial public consultation, Dr. Ferguson said the Ministry will seek to “fine-tune” the suggestions from stakeholders attending all four meetings.“The ideas that have come (thus far) are very worthwhile…and it is my view that they will get better as we go along. BOJ Reports Just Under One Per Cent Growth Third Quarter

BoJ Governor said it nonetheless, represents a “return to growth… following six consecutive quarters of contraction.” The Bank of Jamaica (BoJ) is reporting growth of just under one per cent for the period July to September.Central Bank Governor, Brian Wynter, who made the disclosure during the BoJ’s quarterly media briefing held in the institution’s auditorium, downtown Kingston, on Tuesday, November 19, attributed the second quarter growth to, among other things, the response of Jamaican businesses to improvements in external demand for local outputs.While acknowledging that the outturn was “modest”, Mr. Wynter said it nonetheless, represents a “return to growth… following six consecutive quarters of contraction.”He said that the estimated expansion for the quarter reflected improvements in performance in agriculture, forestry and fishing; mining and quarrying; hotels and restaurants; and construction and installation.The Governor said the response of local businesses to improved external demand is assessed to have been the “primary driver” of expanded economic activity for the quarter.”He noted, however, that local consumption is estimated to have declined for the quarter, “reflecting the impact of the ongoing fiscal consolidation and declining real incomes.”Mr. Wynter said the October to December quarter is projected to record growth similar to the July to September period “supported by the forecast for continued strengthening in global economic growth.”“In addition, we expect that the continued implementation of the policies set out under the (International Monetary Fund) Extended Fund Facility will provide a boost to investor confidence. But, domestic demand conditions are expected to remain relatively weak over the near-term, even as we return to growth,” he indicated.In this regard, Mr. Wynter advised that the rate of growth projected for the entire fiscal year is expected to be within the range of zero to one per cent.He added that the pattern of growth for the October December quarter and fiscal year is expected to be largely driven by activities in the agriculture, forestry, and fishing; mining and quarrying; hotels and restaurants; and construction and installation, similar to July to September period.
